Yes, FPGAs are opaque tools with vendor lock in much more than a microprocessor
like the STM32 ARM.  There's always some lock in, it's just more available
as an eval board or OSHW machine when it is minimized.

The STM32F401 sells for $2.5 in the QFN48 package and about $3 in the LQFP64 package.

FPGAs can go faster than MCUs, but not the transformer and doubler caps and stray reactances...
