Just a quick answer then off to bed...

Hall effect is still analog, and so no advantage over resistor ladder,
so still want microcontroller 2 to digitize, then send the crucial
info across the HV LV line as an edge in time only.  Very simple code for microcontroller 2,
and it can cost 70 cents including its A2D.

in amps and op amps are not for HV, even if they are high Z.

It's good to read art of electronics, and keep on, and think, "Is it simpler,
or depends on robust dependable ICs to reduce parts count even if
circuit complexity goes up?".

All your suggestions can be weeded by applying that logic.
