Hall effect maybe? Then opto-isolate its output...

It /seems/ these might be applicable, since the impedance
(resistance?) is ~10^15 Ohms. I was looking for another project, but
dang I can't tell if you hit it with 30kV of a few pA or nA would
anything go wrong, so I can't tell for 1.8kV either:
